
John Balaguer
Vice President, Chief Transformation Officer
John Balaguer is vice president and chief transformation officer for Raytheon Intelligence & Space, a business of Raytheon Technologies. He is responsible for leading the RI&S strategy and corporate development, as well as the development of priorities to transform RI&S. As a senior adviser to the president of RI&S, Balaguer leads a number of business special projects.
Previously, Balaguer was vice president of Engineering, responsible for ensuring engineering excellence for all RI&S programs and enabling the business to produce the most advanced defense and intelligence systems in the world.
Prior to that, Balaguer was vice president of Mission Assurance at RI&S. Before Raytheon Company’s merger with United Technologies Corporation in 2020, he was vice president of Engineering and Technology at Raytheon Company’s Intelligence, Information and Services business.
He previously was director of Program Leadership in the former Raytheon Technical Services Company, responsible for program execution, management tools and processes, and program management certification. Balaguer also served as transition leader for a number of large program and financial system transactions.
From 2004 to 2007, he was vice president and general manager of customized engineering and depot support in Indianapolis, Indiana. He’s held several other leadership positions at Raytheon Technologies and has technical experience in the design, development and transition to production for command and control, large radar and missile systems.
Balaguer holds bachelor’s, master’s and doctorate degrees in materials engineering from Rensselaer Polytechnic Institute, is a Raytheon Business Leadership Program graduate, and serves on the board of managers for RGNext, a joint venture between Raytheon Company and General Dynamics Information Technology.
