The Electronic Warfare Planning and Management Tool enables the full range of EW operations. A U.S. Army program of record since 2014, EWPMT can be customized for different services and fielded in almost any deployment environment.

EWPMT allows Electronic Warfare Officers to determine various courses of action across G2/3/6 staffs and to provide situational awareness for the brigade combat team commander. EWPMT’s collaboration and sharing capability brings Electronic Warfare Officers, Electromagnetic Spectrum Managers and Cyber Planners into the virtual command post computing environment to deconflict and manage the very congested spectrum. EWPMT gives officers complete control of the decision-making process as they survey the electromagnetic spectrum battlefield. The tool is the first step in managing a family of technologies in the Army’s broader Integrated EW System, which will neutralize and exploit enemy signals and equip combat forces with essential EW mission-planning capabilities. Benefits include enhanced situational awareness, actionable intelligence and synchronized operations for sensor-to-shooter (kinetic and non-kinetic) options.

Future EWPMT capability drops will include the Joint Task Force Spectrum Management Life Cycle to collaboratively execute management of the electromagnetic spectrum, inter-echelon communication in a Disconnected Intermittent Limited network environment, interfacing with new systems and embedding training and real-time electromagnetic spectrum monitoring.

A Raytheon Intelligence & Space-funded effort, Cyber and Electromagnetic Battle Management (CEMBM) extends EWPMT’s capabilities to tactical cyber activities and nonkinetic options, including the remote control and management of organic assets and integration of machine learning/artificial intelligent algorithms. CEMBM brings electronic warfare and cyber together in one tool. It allows operators to plan offensive and defensive missions while maneuvering undetected through a battlespace. CEMBM can interoperate with third-party software and entire systems that use completely different architectures.

CEMBM also enables collaboration and advanced prototyping for risk reduction and technology maturation. Developed in parallel with EWPMT, CEMBM ensures technique viability while minimizing fratricide and negative impacts to other mission aspects. Operational and life-cycle cost benefits include increased mission effectiveness/success, reduced planning cycles, coordination of effects, collaboration with other mission command elements, EW and cyber effectiveness analysis and reduced training/manpower costs. CEMBM:

  • Integrates cyber and EW options in Course of Action development and Military Decision Making Process;
  • Publishes task and target mission parameters to organic and nonorganic EW and tactical cyber assets;
  • Enables external systems to execute the mission and provide CEMBM with updates and mission status;
  • Integrates technique progression information into a common data view providing operator updates, logging and collaboration;
  • Facilitates the rapid generation of a software solution for Quick Response Capability customers and;
  • Enables advanced prototyping for risk reduction and technology maturation.
