Matthew Gilligan is vice president of Navigation and Modernization Solutions for Raytheon Intelligence & Space, a business of Raytheon Technologies. He oversees the overall strategic direction and operation of a broad range of cyber-resilient capabilities including integrated air traffic management, software modernization and hardening for networks and platforms, range and launch services, electronic tolling, border and critical infrastructure protection, as well as platform-agnostic deployment, logistics, training and support services.
Most recently, Gilligan led Navigation and Modernization Solutions at Raytheon Company’s Intelligence, Information and Services business prior to Raytheon Company’s merger with United Technologies Corporation in 2020.
Previously, Gilligan was vice president of the Navigation and Environmental Solutions mission area. He also served as vice president of the Global Positioning System Next-Generation Operational Control System program. From 2009 to 2012, Gilligan served as vice president of the NATO C4I business line in Massy, France, as part of the ThalesRaytheonSystems and Space and Airborne Systems company joint venture. He held numerous leadership roles at Raytheon Company in domestic and international product line management, logistics, and system design, development and integration. He has also been vice president and program manager for Amazon Vigilance System, one of the world’s largest environmental management and wide-area surveillance projects.
Gilligan earned a bachelor’s degree and a master’s degree in electrical engineering from Rensselaer Polytechnic Institute and an MBA from Boston University.
