Acting Vice President of Engineering

John Balaguer is acting vice president of Engineering for Raytheon Intelligence & Space, a business of Raytheon Technologies. He is responsible for ensuring engineering excellence for all RI&S programs, enabling the business to produce the most advanced defense and information systems in the world.
Before his current role, Balaguer was vice president of Mission Assurance at RI&S. Prior to that, he was vice president of Engineering and Technology at Raytheon Company’s Intelligence, Information and Services business prior to Raytheon Company’s merger with United Technologies Corporation in 2020.
He previously served as the Director of Program Leadership in the former Raytheon Technical Services Company business, where he was responsible for program execution, program management tools and processes, and certification of all program managers. Balaguer also served as the transition leader for a number of large program and financial system transactions. From 2004 to 2007, he was Vice President and General Manager of Customized Engineering and Depot Support in Indianapolis, Indiana, and his career includes several other leadership positions at Raytheon. He has technical experience in the design, development and transition to production for large radar, missile and command and control systems.
Balaguer earned bachelor’s, master’s and doctorate degrees in materials engineering from Rensselaer Polytechnic Institute in Troy, New York. He is a graduate of the Raytheon Company Business Leadership Program, and serves on the board of managers for RGNext, a joint venture between Raytheon Company and General Dynamics Information Technology.
