Catherine McElroy is acting vice president and general counsel for Raytheon Intelligence & Space (RI&S), a business of Raytheon Technologies. She manages a team of lawyers, ethics professionals and global trade licensing, operations and compliance specialists handling an array of legal, ethics and export/import issues relating to government and commercial contracts. In addition, McElroy is responsible for matters relating to corporate governance, litigation, labor and employment, intellectual property and international business compliance, including relating to the ITAR and EAR.
Before her current role, she served as deputy general counsel and as lead privacy counsel for RI&S. Prior to that, McElroy served as senior counsel for cybersecurity and special missions at a former Raytheon Company business prior to Raytheon Company’s merger with United Technologies Corporation in 2020.
Before joining Raytheon Technologies, McElroy was the general counsel of the House Armed Services Committee, where she served as the principal legal adviser to the chairman and members. She previously served as deputy general counsel of the House Armed Services Committee and as counsel to the House Permanent Select Committee on Intelligence.
McElroy has also served as assistant general counsel at the Central Intelligence Agency. She is a graduate of the University of Virginia and American University, Washington College of Law.
